The F-1 visa new rule 2026 is the biggest change to American student immigration in over thirty years, and most Pakistani students still have not heard about it properly. On 17 July 2026 the Department of Homeland Security published a final rule ending “duration of status” for F and J visa holders. It takes effect on 15 September 2026.
In plain terms: until now, an F-1 student could stay in the US for as long as they remained enrolled and in good standing. There was no end date on the I-94. From 15 September, there is one — and once it passes, you must either leave, or file an extension with USCIS and wait for a decision.
What Exactly Changed in the F-1 Visa New Rule 2026
Since 1991, F-1 students were admitted for “duration of status” — written as D/S on the I-94. It meant no fixed expiry. As long as you stayed enrolled and followed the rules, you were in status.
Under the new rule, F students are admitted for the length of the programme listed on the Form I-20, capped at a maximum of four years, plus a thirty-day period for arrival and a further thirty-day period for departure. That end date appears on the I-94 as the Admit Until Date.

Who Does the F-1 Visa New Rule 2026 Affect?
New students from Pakistan
Anyone entering the US on or after 15 September 2026 receives a fixed Admit Until Date from the moment they land.
Students already in the US
Yes — the rule reaches you too. Transition provisions apply, and your authorised stay is now capped.
OPT and STEM OPT holders
Affected, with one important filing deadline that can save you from a separate extension application.
F-2 and J-2 dependants
Spouses and children are subject to the same fixed periods and the same extension requirements.

The hardest hit group: PhD students. A doctorate rarely finishes in four years, which means at least one extension application, biometrics, a filing fee and a waiting period — all while trying to complete a dissertation. If you are considering a US PhD, budget time and money for this from day one.
Already Studying in the US? Read This Carefully
The rule has retroactive reach. Students who were admitted under D/S and are maintaining status on the effective date are generally authorised to remain until the programme end date on the I-20 that is valid on that date — but not beyond four years from 15 September 2026 — plus a departure period.
There is one trap that catches people: travel. If you leave the US after 15 September and then return, you are readmitted under the new system with a fresh fixed Admit Until Date on your I-94. Many students will discover their new end date only when they land back in America.
Practical advice: after 15 September, check your I-94 online every single time you enter the US. Do not assume the date matches your I-20 — verify it, screenshot it, and note the expiry in your calendar with a reminder six months ahead.
The OPT Exception — One Date Worth Memorising
DHS built in relief for students already on the OPT track. Students who were admitted for duration of status, are present in the US when the rule takes effect, and file on time for post-completion OPT or STEM OPT by 18 March 2027, do not need to file a separate Extension of Stay application.
Miss that window, or travel out and re-enter before filing, and the picture changes — you may then need both an extension application and the OPT application. Extension of Stay: What It Involves
Know your date. Find the Admit Until Date on your I-94. Everything is calculated backwards from it.
Get a fresh I-20. Your school must issue an updated Form I-20 showing the extended programme end date and a valid academic reason.
File with USCIS before expiry. The application goes directly to USCIS, with a filing fee, and you must demonstrate that you are still eligible and still in status.
Attend biometrics. Fingerprints and photograph are now part of the process — a step that did not exist before.
Wait, and do not travel. Leaving the US with a pending extension can complicate or end the application. Plan academic and family travel around it.
What Pakistani Students Should Do Before 15 September 2026
- Check your I-20 programme end date now. That single line decides your admission period.
- If you are flying to the US this month, understand that arriving before or after 15 September may produce different I-94 outcomes — ask your DSO directly.
- Choose realistic programme lengths. A four-year bachelor’s with no buffer leaves no room for a failed semester.
- Budget for extension costs if your course is longer than four years.
- Do not take advice from social media groups. Confirm everything with your university’s international office or a licensed US immigration attorney.
Important caveat, stated honestly: this rule has been classified as a major rule subject to congressional review. DHS has said it will publish a further notice if the review changes the effective date or terminates the rule. It is final as things stand today, 12 August 2026 — but verify the current position before making an irreversible decision.
Should You Switch Away From the USA? An Honest Comparison
